AFAICT, WindowBuilder is not contributing version 1.9.0 to Neon,
contrary to what the PMI says [1]; they haven't committed to the simrel
build since late 2015 [2].
This means that they contributed a version 1.8.0 to all Neon builds up
to Neon RC3, although two service releases (1.8.1 and 1.8.2) have been
published in the meantime.
Granted, this is not great, but contributing the same version they
contributed to Mars doesn't require review + IP log, right?
