I've created a place for the aggregate (product/user-focused) new and noteworthy document. It's asciidoc based.

I'll spend some time every day between now and the release date adding content. Contributions are welcome.

Another important set of changes for Neon are those related to _javascript_:
* An EPP package for JS and Web development is available (doesn't include JDT et al).
* JSDT has added support for recent JS version, Bower, Grunt, Gulp, NPM, Node.js and made debugging Node.js apps easy from the IDE.
Ilya Buziuk has already written some news articles on this topic for the Eclipse newsletter (to be published soon AFAIK), I guess those can be reused as marketing content to promote the Neon release.
