Same here. I had to redirect download.eclipse.org to a mirror site on our build machine to workaround the problem.

We're seeing the same thing here with various timeouts or plain errors, and our Travis build [1] also fails with " No repository found at http://download.eclipse.org/tools/orbit/downloads/drops/R20140525021250/repository".
