I tagged the final 3.1.0 and contributed it to Luna,
the build is running

I was struggling to download our updated documentation from the wiki to 
include it into 3.1.0 hence the final JGit / EGit 3.1.0 takes more time than 
I expected. I think it will take me 2 more hours to finish this release.

I moved the currently used 3.1.0 RC1 build to another URL and updated
the Luna simrel build accordingly.

The difference between RC1 and the final release are the following commits

c6aba99 - 2013-09-29, Stefan Lay : Fix order of commits in rebase todo file header

eea84e0 - 2013-10-02, Matthias Sohn : Update documentation for EGit 3.1.0

3.1.0 will also contain a new release of the GitHub connector which doesn't have
any new features compared to its 3.0 release

So I propose we declare 3.1.0 RC1 sufficient for Luna M2.

Let me know if you are willing to wait and want me to include the final 3.1.0 release into Luna M2.
