again: how to add new bundles?

I want to add the KIELER graph layout library to
Orbit.
The IP team told me I'm allowed to check in the bundles.
I never did that before, not even in the 'old' CVS times.
Following

it seems that I need write access to the CVS repository.
How should I proceed?
