yeah, if Denis confirms that this was indeed the case for my mirror problems, I will update the wiki pages with a section on that, explaining also how to convert the repo (the trick is to create a fake artifacts.xml which provides a publishPackFilesAsSiblings property and use this as format in the p2.mirror task)...

I hope other projects are also testing their repos for mirror
functionality... I will accept criticism that download.eclipse.org
is
slow due to our bandwidth limitations, but if mirrors are not being
used, that makes matters much worse.
