The re-writes in our apache config only affect 'direct' requests (ie: 
http://download.eclipse.org/webtools/updates/teh_awsomz.jar) requests 
via download.php are handled separately(and counted).  Download.php 
should not be returning any mirrors for N or I build content so if it is 
then please let me know.
