[cross-project-issues-dev] RC4 repository site is live

I have made our RC4 repository site
visible. (same content as what was called RC4a in some earlier notes, in
case there is any ambiguity). 

As always, even if you tested /releases/staging,
it would be great to test /releases/helios as well, as a sanity check that
no errors were introduced with my promoting the site, etc. 

Markus says the packages will be available
before too long (still waiting for a "go" from
CPP, LinuxDev, and PHP, last I heard).
