I compared a few feature versions in RC3 zip against versions in
EPP packages and they don’t match (at least not down to the qualifier). Is
there another build that’s newer than RC3 that is getting rolled into EPP
packages?

We
don't know why there isn't a DTP 1.7.2 final build yet. Since the build
team is located in China, where it's already Saturday morning, we might not
hear back on this for a day or so.
However, there
have been no recent changes to DTP 1.7.2 that I know of, so we believe that the
final 1.7.2 build for SR2 will be identical to the RC3 build, and it should be
simple rename of the zip files for the download.

I've looked in
/home/data/httpd/download.eclipse.org/datatools/downloads/1.7 and in
/home/data/httpd/download.eclipse.org/datatools/downloads/drops/N_DTP_1.7.2
but all I can find are DTP 1.7.1 and DTP 1.7.2RC3.
I also see nothing linked on http://eclipse.org/datatools/downloads.php
Shouldn't there be a 1.7.2 out today?
