Hi Greg.
There is a way you can test the build "locally". Its described here:
http://wiki.eclipse.org/Buckminster_Galileo_Builder
(I know, it says "Galileo" but that's what we are using right now, for
Helios).
In the mean time, you can open a cross-project bug and assign to me, with
all the info and attachments and I can help get things started.
Besides adding PTP to the "contributions" list, you should give some
thought to which "category" you think it goes in ... but adding to
contributions is the most important step and can be done first.
Categorization can come later.

I've done a Helios build of PTP and I'd like to add PTP to the aggregate
build, however I don't have write access to the repository. Other than
asking webmaster for access (I did so last week), is there anything else I
need to do?
I think I've done the correct thing with a ptp.build, and I presume I just
add this to the appropriate places in helios.build. Once I've done this,
do I just wait to see if it works or breaks?
