RE: [cross-project-issues-dev] How is the installer content determined?

EclipseLink needs to be in both the "EclipseRT Target Platform Components" and in the EE package.

I entered a bug in April to attempt to get this addressed: https://bugs.eclipse.org/bugs/show_bug.cgi?id=272947 .

I'm not certain. Arguments can be made that EclipseLink is both runtime 
(server-side) and development, since the libraries are needed for 
developed applications to run and they are also needed at development 
time to create said applications. I don't know the criteria Eclipse uses 
to make the determination.

So, I'd think that either "*Web, XML, and Java EE Development" *or* 
"**EclipseRT Target Platform Components**" *would be correct. Since we 
are part of the RT project I went with that initially. In addition, it 
sounded like the RT was part of the base configuration - which made 
sense because other plugins were planning on depending upon EclipseLink 
functionality.
 
Furthermore, the wiki sites stated that the categories were used for the 
p2 site. Nothing was mentioned about their being used to determine the 
package a project was organized into. If they are used for both, then it 
seems I need to change to the former category.
