The code will stay in for 3.4, however we are questioning whether it should
be on or off by default.
If we let it on, then the 2 millions users may not find out about the
dropins folder or any of the new cool ways to install plugins.
If we turn it off, then we have 2 millions users who may enter a bug
against p2.
What do you guys think?
