Ok, I'm confused. As I said in this email (http://dev.eclipse.org/mhonarc/lists/cross-project-issues-dev/msg02113.html), I saw the blog entry announcing that the Europa Winter Maintenance release had been released and so I assumed that someone had released it. If nobody has released it, then I don't know why it was announced.

I will re-start the Europa-matic and see if we can get it to go green and then I'll copy the files to the release site.
