The Orbit project won't simplify the IP approval process, but it will make it easier to reuse non-Eclipse components by providing a repository of third party components that have already been customized for use within an Eclipse environment.  The project goals are to reduce duplication of repackaging effort and to decrease the number of duplicate copies of components like Apache Commons Logging that are included in a user's Eclipse environment whenever it includes many Eclipse projects.  Prior to this project, there was constant pressure to push components into the Platform Project that doesn't really belong there because it was the only place for projects to share components.

More relevant to speeding up the IP approval process is an initiative by the Eclipse IP team to avoid duplicate due diligence reviews of the IP within widely used components.  Each project will still need to request approval for each non-Eclipse open source component so the Eclipse management organization can be aware of the risks and dependencies, but the approval to reuse code that is cleared for general use should be a quick formality instead of a multi-month wait for a code review.
