[chess-dev] Re-license from EPL-1.0 to EPL-2.0

Dear all,
regarding the CHESS plugins and the next planned release 1.0.0, we
should update the EPL license, from 1.0 (the current and obsolete one)
to 2.0.

If you have some concern, in particular related to the artifacts having
your copyright, please let me know.
