[chemclipse-dev] Target Platform

Hi folks,

we have faced some problems with the PyDev dependencies.

I've resolved it and updated to PyDev version 6.3.1 in OpenChrom. I've 
also updated the target platform and updated to Tycho version 1.1.0.
Please pull the changes (also from org.eclipse.chemclipse.utils) and use 
the Target Platform 4.6.x (Neon), see attached screenshot.
