[cft-dev] Neon.2 CFT plan created and bugzilla target

Hi all,

I have created the Neon.2 plan for CFT. You can find it from our main project page or direct link to the plan is: https://projects.eclipse.org/projects/ecd.cft/releases/1.0.2-neon.2

On bugzilla, I have also created the 1.0.2 target release for bug assignments.
