[cft-dev] CFT M7 release: April 25

Neon Simultaneous Release M7 has a deadline of May 4 for +3.

We therefore should release CFT M7 by Monday, April 25 to give us time
for testing on the Neon aggregate build.

To release by April 25, we need to have CFT M7 candidate for testing
by Wednesday, April 20, so April 20 end of day is freeze for anything
that should go into M7.
