[cft-dev] Creating a vendor-neutral default implementation in CFT

Currently, CFT includes Pivotal as a default branding and Pivotal
Web Services (PWS) as default server definition when a user installs
CFT from http://download.eclipse.org/.

As CFT is now a general Cloud Foundry tools project in Eclipse, and
not tied to any specific vendor, the proposal is to replace the
default Pivotal implementation with a vendor-neutral one.

Users installing CFT would then see a vendor-neutral entry in the list
of Server types in the New Server Wizard under "Cloud Foundry"
instead of the current "Pivotal", and when selected, the user would
have to manually enter a URL, since no URL will be associated with a
vendor-neutral entry.

The proposal is tracked here:

https://bugs.eclipse.org/bugs/show_bug.cgi?id=489892

The PWS definition will then refactored out of CFT and be hosted
outside of Eclipse (for example, in Spring IDE) and available from a
non-Ecilpse update site that would also include CFT.

The goal is to have this vendor-neutral implementation by Neon M7, so
we like to get votes on this early to get the work started.
