[cdt-patch] patch for resource custom build step in MBS

This is a patch to implement a request from Leo T. which changes the tabs displayed for “C/C++ Build” pages for a resource which is not a known build resource.  The patch applies to the org.eclipse.cdt.managedbuilder.ui project.  If a resource is not a known build resource, we only display the resource custom build step tab.  If the resource is a known build resource, we display both the tool settings tab and the resource custom build step tab.
