hooking up F1 help in the  managedbuilder.ui
plugin

As in the make patch, there is a different help file for the same dialogs
in different situations ( ie new std proj wizard, new managed proj wizard,
project properties or preferences), which is why
the help ids are set in a more programmatic fasion.
