[cdt-patch] Error Parser Tests Patch

Folks,

  This is the start of a framework of tests to exercise the
error parser.  This test in particular does nothing but fail
right now, but since the error parser and manager is under new
development it could be usefull to see some of the "errors".
I can't seem to create a patch with new directories in it, so
here is a zip file.
