[cdt-patch] my latest checkins

I forgot to make a patch before I checked my latest changes in so I'll 
give a brief description here;
(can't wait for this to be automated.....).

cdt.ui - made C/C++ search action available by default in c perspective.
        - added enablement for new c++ class toolbar action  for 
ccnature projects.
make.ui - fixed conversion wizard.
            - made make target build/create action available though 
projects menu and are now available to have a hotkey attached to them.
make.core - test for build options change before setting on builder 
arguments.
