Nope.  A module is just a handy tag to use when checking out some
collection of directories.

Not as far as I can tell.  This sort of thing varies according to the
cvs installation.  Some sites implement this sort of thing by
convention ("don't do it if you aren't allowed").  Other sites do it
with ACLs (via the various cvs hooks in CVSROOT).  Seeing nothing in
CVSROOT, I assume convention reigns.
