We have encountered the same problem. Our use of the Eclipse IDE includes
launch shortcuts and inexplicably the entire workspace is rebuilt the first
time one of the shortcuts is used. Subsequent uses of the shortcuts do not
rebuild the full workspace.

I believe this problem is not just in the CDT, it pertains to the entire
Eclipse platform.
