I got it to work but I wanted to let you know given the comment
(experimental If you get errors, please ask on the cdt-dev
mailing list and someone can help get you up to speed.)

I used oomph successfully in the past to install a eclipse
instance to do cdt development. But now the result is not
complete.
The eclipse environment is setup ok. It looks as if the post
install actions are not executed ok. For instance the cdt sources
did not import.
After I imported the sources from
https://git.eclipse.org/r/cdt/org.eclipse.cdt and did
org.eclipse.cdt.target->cdt.target->set as target platform;
I only have errors left in org.eclipse.cdt.cmake projects. So I
guess I'm fine.

ps seems the url from oomph is different from the one mentioned on the link above git://git.eclipse.org/gitroot/cdt/org.eclipse.cdt.git
