Hi Joanne,

The .pack.gz is in the p2 site (http://download.eclipse.org/tools/cdt/releases/9.4/cdt-9.4.3/plugins/?d) but it is not in the zip file. As far as I can tell this has indeed been the case for a while. It was not an intentional change. 

Please file a bug and add me to the CC list and I will resolve for 9.5.1 if possible. Please also include steps to reproduce in the bug so we can test to ensure we really are resolving it.

I don't plan to re-release stuff, but if you need help downloading CDT as a zip from download.eclipse.org, please let me know and I can help sort that for you.
