[cdt-dev] new bugzilla component for JTAG / Hardware debugging

Hi folks,

I would like to add a new component to bugzilla for JTAG / hardware
debugging bugs. I would like John Dallaway to be the default QA
contact for it.

I will call it cdt-debug-hardware (JTAG does not appear in the UI much).

John, others, any objections.
