[cdt-dev] Green dots! and other CDT Jenkins updates

Hi folks,

I have been cleaning up all the jobs on Jenkins for the past number of
weeks, and I pleased to announce that for the first time in a very
long time (2 1/2 years at least) all build jobs on CDT's JIPP
https://ci.eclipse.org/cdt/ are Green dots, meaning no failed builds
or tests.

The last big push was getting the DSF-GDB remote/gdbserver tests
running fully again. There were a number of tests failing and a number
that simply were not running.

The debug tests take a very long time to run, and to reduce the impact
of them on other other jobs, especially gerrit verify jobs, I have set
their priority for running to make sure all the debug jobs can't run
at the same time as each other. This should mean your gerrit jobs are
not held up for hours by these lower priority jobs.

Finally, there are still some intermittent test failures, particularly
some managed builder tests. You can track the progress of these by
