I have asked the webmaster if they have any ideas on this, track it on
https://bugs.eclipse.org/bugs/show_bug.cgi?id=530594.

In the meantime, if you have access you can manually trigger
https://ci.eclipse.org/cdt/gerrit_manual_trigger/ or if you don't have
access, ping on the mailing list and I (or someone else) can prod it
manually.
