I don't think I can spend much time reviewing but if you have a few cases to tests on Mac, I can do that. Perhaps you can list a few in the gerrit comments?

Hi devs,

I am working on Bug 494246 which is a regression introduced in
Neon/CDT 9.0 related to handing of command line arguments being passed
to process being debugged when running on Windows.

I would appreciate a second set of eyes on this, so if someone can
review/test it please do so, or let me know. In particular, while I
didn't significantly change the logic on Mac, I don't have access to a
Mac to test on to make sure my change is correct.
