[cdt-dev] Switch of remote launch to o.e.remote

Hey gang, we have an open change request to switch our remote launch to use org.eclipse.remote instead of RSE. I'd like to push it as part of CDT 9.0. Let me know if that causes problems.

I probably won't get to it this release, but my plan is to add launch bar support for this scenario to make it easy to change remotes and to pick the appropriate toolchain for the remote.
