[cdt-dev] internal builders always rebuilds everything when parallel build is enabled

I'm trying to figure out if is still relevant. There are two different problems, one being that the internal builder always rebuilds everything when parallel build is enabled, and the other one is that pre/post-build steps are ignored by the internal builder when building in parallel.

The pre/post-build step problem seems to still be there and is easily reproducible on both windows and linux, but the rebuild-everything problem does not seem to be there anymore, at least not as far as I can tell. Does anyone know if it has been fixed intentionally? I have a vague recollection about Doug saying something to that effect during a EclipseCon CDT summit some year ago. :)
