Yes I can see this too (RC3 Windows).
There is an activity binding in org.eclipse.cdt.debug.application which looks to be hiding it. Looks like a lot of other stuff is
also effected, such as the editor “Source” menu.

It seems that we lost a whole "Build" category under C++ in preferences in Luna
bug 436963. It sounds pretty bad to me. I did not have much opportunity to investigate, just to reproduce. Are others seeing that as well?
