[cdt-dev] Small API change

Hi,

I made a minor API change in bug https://bugs.eclipse.org/375256.
The bug rewords the terminology 'slow' tracepoints as 'normal' tracepoints.
This is more in line with GDB's terminology as well as
avoiding an unjustified negative connotation to the wording: 'slow tracepoints'.

The change is in a couple of constant values.  Those constants
are new to Juno, so the change is not breaking the API, just changing it after
API freeze, so I'm letting people know.
