I’m not sure if there is a bug to
migrate to platform’s restart action. If there isn’t one, I
agree we should create one before it slips through the cracks.
I did however file a bug a while ago to
change the restart icon in Debug view: https://bugs.eclipse.org/bugs/show_bug.cgi?id=299835
Marc, please close this defect after you
change the icon.

Is there CDT bug to track that we need to
migrate to this new restart action? Without that it may slip through
the cracks and a year down the road it may look like we created our own restart
action rather than using the platform's for some reason.

Hi,
For debugging, the platform now supports a retargettable action to restart the
debug session.
(see bug http://bugs.eclipse.org/286256 for
details)
We should migrate to it eventually but as things are pretty busy it may not
happen in 7.0.
However, there is a new restart icon that I think we should use.
The
current restart icon is simply the 'refresh' icon, but flipped. The new
icon is less confusing, and in line with what the platform uses.
