Thanks for the tip. Does this mean that I can define a context somewhere:
    <contexts>
      <context id="org.eclipse.cdt.ui.MyPropertyGroup">
        <description>My Property Group Help</description>
        <topic href="docs/MyPropertyGroupHelp.html"  label="My Help"/>
      </context>
      ...
    </contexts.

It looks like the documentation is out of date with respect to the code 
- I'll take
a look at this for 5.0. Each template page currently has a help context 
defined
"org.eclipse.cdt.ui.<property-group ID>" which can have help pages 
associated with it
via the org.eclipse.help.contexts extension point.
I've raised
        https://bugs.eclipse.org/bugs/show_bug.cgi?id=218486
to look at this in more detail.
