Angelina,
I have created a plug-in org.eclipse.cdt.doc.user.welcome
and attached it to https://bugs.eclipse.org/bugs/show_bug.cgi?id=191105
It adds links to the Welcome pages for intro, tutorials, and what's new, by
linking to existing CDT help pages.
Feel free to use however you see fit.

Hello.
For the quickly approaching release, I'm focusing mainly on the written
content. Although a new welcome page is on my to-do list for improvements
(the list is long), I'm not certain if I'll be able to get around to it by
my "end of June' deadline. So, at this point, if you plan on creating
something (albeit basic), I'm sure I'll be able to use/build upon it. Your
effort will be greatly appreciated. :-)
