This work has been checked into both head
and the cdt_3_0 branch for 3.0.1.
From an MBS point of view I think
we’re good to go for 3.0.1… (barring more bugs coming in, etc.)

Hello everyone,
I am currently working on expanding the macro support added
in CDT 3.0 to allow these macros to be used in certain fields in the
buildDefintions extension point markup (i.e. toolchain definitions in your
plugin.xml). I am looking for feedback from the community if there is any
additional support required beyond what Leo and I have already implemented.
Any interested parties should go take a look at https://bugs.eclipse.org/bugs/show_bug.cgi?id=111203
and add any comments they have.
