Yes, this was broken in M8 but has been fixed since then. I believe that
the zip files for M8 work better since the problem was in how the jar
files were created for the update site.
I am still working on getting an SDK feature together that would also
provide the source and any ISV documentation we can get together by the
end of CDT 2.0. Without this, we're still not very extensible. Hopefully I
can get this together soon.

[cdt-dev] Extension of CDT is broken in M8
The reorganization of CDT features and plugins for M8 has apparently
resulted in a configuration that PDE does not handle well. One
manifestation of this problem is that the "Plug-ins" view of the PDE
perspective does not show any of the CDT plug-ins. Another is that it's
no
longer possible to extend the managed build system since the
ManagedBuildInfo extension point and the plug-in that declares it are not
"visible" to PDE. It's certainly possible I've set something up wrong,
but
I've done fresh installs of M8 on three diffreent machines, and I'm seeing
the problem on all three.
I searched bugzilla but didn't hit anything that looked like this problem.
There's been some discussion in the CDT newsgroup on this subject
(4/21/2004 --"Can't extend the CDT"), but since there hasn't been a reply
from any of the CDT developers, I thought it best to raise the issue in
the
mailing list. Is this a known problem that is being addressed? Should I
open a bug report?
