Until there was enough maturity to the CDT (and other plugins) it 
was difficult to gauge what the effort to make a core language 
plugin would contain.  Now that there are several language development
environment plugins it is much clearer what areas would be good
candidates (and more importantly it stays in line with the "don't
do something until it is going to be used" policy of Eclipse development)
for generalization.

The Eclipse architecture council (with contributer, committer, user 
and project inputs) is starting to tackle the issue.
