The new 4.0.3 is staged here:

https://download.eclipse.org/ee4j/cdi/4.0/cdi-tck-4.0.3-dist.zip

But has not been released to maven central or the official TCK download area as there are a couple of tck jobs that still need to be verified.

Yes, I'm seeing the same problem and I'm trying to create a new 4.0.3 release, but there are DNS problems in the Eclipse CI environment that are preventing this from completing. As soon as it is built and tested I'll announce it here.
