Thanks David, I adjusted the platform.ui Gerrit Build job at Huddon trigger to use "Latest Maven" (installed on the Server I assume) and now it works again.
Unrelated to Tycho 0.23.0-SNAPSHOT ... except some bugs in our build, may not appear if using a low level of Maven :)
It has (for a long time) supposed to have been 3.1.1 (because the CBI plugin we use requires 3.1.1).
And I recently discovered our <prerequisites> section in parent pom was not working as expected. (I think it may work with only Maven 2?)
At any rate, after some frustrating days of why I could "see a bug" but a colleague could not I was surprised to learn they were using a lower version of Maven when I thought our build was supposed to enforce 3.1.1.
So, I reopened the original:
Bug 423105 - Add prereq section and use properties for maven plugin versions
and luckily Alexander Kurtakov knew the "modern" way to enforce Maven version, so we just put that in place a day or two ago.
And given that Maven is "up to" 3.2.5 by now, I don't think 3.1.1 is unreasonable. (To cross reference, see also bug 461636).
Sorry if this surprised anyone -- look forward to "more correct" builds. :)

I see our Gerrit build trigger failing reporting that 3.0.5 is not allowed anymore. Is this related to the change to Tycho 0.23?
