[capella-dev] Oomph/Setup revamp

This is just an advisory that I will commit a new Capella.setup next week that will be incompatible with existing installs (which is probably only affecting myself).

I will also try to create standard oomph configurations to make the install a lot easier. I’ll send a followup after I committed the new files.
