[capella-dev] Project specific preferences

Hi,

On Monday I wasted a few hours on merging changes in common.odesign 
because the file had changed its line delimiter from Linux to Windows in 
the meantime. This is not the first time that whitespace and formatting 
violations are committed accidentally because a developer (including 
myself!) does not apply the formatting rules for capella. Can't really 
blame the developer, because the formatting rules are undocumented. 
Let's please fix that. What I propose is to do what most eclipse 
projects do: Let's store formatting rules as project specific 
preferences. Everyone gets the same rules and formatting violations are 
going to happen much less. If you agree I will file a bug and fix it.
