[birt-pmc] Third-party library source bundle missing about.html and all content in Helios

How's that for a wordy subject?
I assume that you've seen Bug 316720 [1]. One of the files that is
identified as missing the required legal documentation (specifically, an
about.html) file comes from your contribution to Helios.
Curiously, the bundle--org.w3c.sac.source_1.3.0.v20070710.jar--is a bit
of bogus JAR; it doesn't seem to contain any actual content:
META-INF/MANIFEST.MF
META-INF/ECLIPSEF.SF
META-INF/ECLIPSEF.RSA
META-INF/
META-INF/eclipse.inf
plugin.properties
Given that it doesn't have any actual content, we can let the missing
about.html slide for the release review. However, it does seem a little
odd to include an empty JAR. I assume that something has gone funny in
your build.
Thoughts?
