[birt-pmc] BiDi status

It doesn't appear like there will be
a PMC meeting today, so here is the BiDi language support status.

Here is a list of items accepted:

- all the structure / API changes on directional characteristics (global
orientation and text direction) - in model, 
- all the related runtime enhancements - in engine and viewer servlets
(Eclipse based example Viewer is out). 
- Property editor changes in design tool (which is beyond the last plan
given by Wenbin; hope that was intentional and will stay enabled in V2.3),
- core reordering capabilities in PDF rendering engine,
- chart Bidi enablement (engine and presentation).

The total size of Bidi code released is not less than 1 K of LOCs.

The externally visible outcome would be the ability to design, memorize,
adequately interpret and render right-to-left reports, whereas some of
the report elements have left-to-right direction (and of course vise versa:
LTR reports with RTL containments, but this has less sound use case though),
in the following output formats: HTML, PDF, POSTSCRIPT, PPT, DOC, XLS.


Post 2.3 work would be:
- design tool changes, mostly comprised
of GEF GUI editor (above 2 K LOCs in sum), hopefully
get this into 2.3.1
- Eclipse based example Viewer (~0.2 K), 
- Data (~ 3.5 K), 
- JUnit tests (~1 K)
