My mistake.  I was out of sync
with the dependency structure.  TPTP4.3 should be build with BIRT
2.1.1.

I will downgrade this bug to critical
since TPTP 4.3 cannot move to BIRT 2.2 until it is resolved.

Sheldon, 4.3 should not be built/tested against a milestone of BIRT. It
should be tested against the current GA stream of BIRT that is in Callisto
or a delivered fix stream based on that release. 
This should be the  case for ALL the TPTP dependancies.

I am emailing both projects so that this problem gets the proper visibility.

All the TPTP BIRT report generation is failing with BIRT 2.2 M1 and also
the current BIRT 2.2 nightly build.  There seems to be a regression
between BIRT 2.1.1 and BIRT 2.2.     

Here is the problem: 
TPTP creates reports that are bound to a XML datasource.  At design
time a sample xml file is bound to these templates.  At runtime TPTP
creates a XML stream which is passed to the BIRT report engine.  The
problem is that the BIRT report engine is searching for the sample xml
file at runtime instead of using the XML stream passed in.   This
behavior has changed in BIRT 2.2. 

I created a BIRT bug 163732 to track this problem.  https://www.eclipse.org/bugs/show_bug.cgi?id=163732

This bug is a blocker for TPTP 4.3 i3.
