Yes, you understood correctly: Birt 4.9.0 requires JavaSE-11 or higher. It is not possible to run it on a lesser version of Java.
The old versions of Birt is still available if you want to run on JavaSE-8.

So there is no was by which I can run it on java 8.

Is Birt 4.9.0 supported with java 8 as i am getting below error while deploying it with our product:

been compiled by a more recent version of the Java Runtime (class file version 55.0), this version of the Java Runtime only recognizes class file versions up to 52.0
Our product is compiled with java 8.
