122357 Export attached design file to a library file, its name rule is confusing

We can fix this bug in the exporter to give more meaningful name for the extension elements, like newChart.

122591 genReport.bat does not work properly with reports using library.

When user just gives the file name, Model will use the user work dir as the system ID for the file.
